Amy Skinner, Ph.D., is a Senior Toxicologist in the Division of Hematology Oncology Toxicology (DHOT) in the Office of Oncologic Diseases within CDER. She has served as a primary reviewer for almost 7 years and has been NTEU Chapter 282 CDER VP for 2 years. Amy is empathetic, patient, and kind. She is a great listener and makes time to hear from chapter members. Amy has filed grievances, helped members file PMAP rebuttals, attended numerous Article 7, formal meetings across the agency, defended employees who were wrongfully terminated, and assisted numerous members with reasonable accommodation requests. Amy serves on the chapter's Communications Committee to amplify our collective voice. Amy wants your vote for CDER VP so she can continue to fight for the issues that matter most to YOU! (Note CDER may have up to two VP so please vote for both Amy Skinner and Charles Gibson).

Hello, my name is Charles Gibson, and I am excited to announce my candidacy for NTEU282
Vice President for CDER. I believe in the old saying, “strength in numbers,” and I
wholeheartedly believe we can achieve anything by coming together. This has been one of the
tenets I live my life by, and I can assure you that will not be lost in translation if I am elected to
this esteemed position. We can get it done.
You are probably wondering why I want to represent this chapter. Here are several reasons:
Transparency – As stated earlier, some things can get lost in translation. I believe that by being
upfront, direct, and honest, people will respect the execution of information disseminated by
leadership. I will always be honest and an open book regarding your rights as a bargaining and
non-bargaining union member.
Empathy – It’s no wonder that many of us feel alone, disconnected, and adrift. During these
perilous times, those negative feelings are exacerbated. What many of us often forget is that
others are experiencing the same thing. I can bridge that gap and remind you all that we are not
alone during this tumultuous time.
My motto is “we do it better when we do it together.” I appreciate you allowing me to talk about
my campaign, and I hope to see you on the winning side!

Greetings! I am Klara L. Jenkins, and I am your candidate for the Office of the Commissioner (OC) Vice President. I have been a member of NTEU Chapter 282 since 2017. I became a steward and leader at the end of 2022 and am currently your chapter secretary. I am passionate about fair outcomes and work life balance for our employees so that we can better serve the American people and keep us all safe.

I am a Consumer Safety Officer (CSO) in the OC, OO, Office of Management and Enterprise Systems (OMES), Division of Information Disclosure (DID). DID is the former Division of Information Disclosure and Partnerships (DIDP) in former ORA. I use my medical device expertise from compliance and review work in CDRH. My background includes studying Biological Sciences at North Carolina State University, and many years of health care roles including the Department of Veterans Affairs and Johns Hopkins Medicine Howard County Medical Center.
Although Mom is my number one title, I am an active community leader, volunteering with multiple organizations. I have also been on multiple boards including a Governor’s appointment and am currently a nonprofit board member. These tasks along with NTEU meetings and trainings help me have what it takes to serve you.
As Center VP for the Office of the Commissioner I will:

Should I be elected to serve as your CDRH Vice President, my job is to empower you with knowledge of your rights under the Collective Bargaining Agreement (CBA) and advocate for you in matters affecting your civil service career.

On a personal note, I am a native Washingtonian with 25 years of federal service. I joined the Food and Drug Administration in 2007, became an NTEU member in 2016 and moved from the Center of Biologics and Research(CBER) to the Center for Devices and Radiological Health (CDRH) in 2022.

To reflect on one of my favorite quotes- “information is power.” Make no mistake, I anticipate we’re going to have some challenging days ahead. I am committed to keeping you in the loop and providing you with the information you need to make an informed decision. Let’s be prepared to roll up our sleeves!

My name is Kimberly Miles and I am running for the office of NTEU Vice President for the Center for Devices and Radiological Health and I humbly ask for your vote!

The following individuals have been duly elected to the respective offices below and will take office beginning May 1, 2025.

President - Elect
Anthony W. Lee, J.D., a Regulatory Counsel at HFP, has served as President of NTEU Chapter 282 since December 2022, demonstrating steady commitment to protecting the rights and improving the work-life balance of FDA employees. In the face of increasing challenges to federal employees, Anthony has delivered tangible results: exponential membership growth, enhanced communication, being strategic partnerships, organizing and mobilization, fiscal responsibility, advocacy and enforcement. ​

Anthony's leadership has been marked by a proactive approach to addressing member concerns and a steadfast commitment to defending their rights.
It has been an honor serving as President for NTEU Chapter 282 and I look forward to continuing to stand up and fight back until we see every employee right and benefit restored.

Executive Vice President - Elect
​I am Helen Robinson and I currently serve NTEU Chapter 282 as a CDER Vice President and also the Principal Deputy Chief Steward for our union chapter. I commit to build upon the foundation of work that I have focused on including the following:

Treasurer - Elect
I'm Jason Lewis, as your Union Treasurer, I bring financial integrity, transparency, and a deep commitment to protecting our members’ hard-earned dues. With a keen eye for detail and a strong sense of fiscal responsibility, I ensure that every dollar is accounted for and used to strengthen our union’s mission.
My experience in financial management, budgeting, and record-keeping allows me to safeguard our resources while advocating for illegal firing of federal, fair wages, benefits, and workplace protections. I believe in open communication, providing clear financial reports, and making sure every member knows how their contributions are working for them.
I am honored to serve as your treasurer and will continue to work tirelessly to uphold the trust you’ve placed in me. Together, we will build a stronger, more financially secure future for our union and its members.

Office of Inspections and Investigations (OII) Vice President - Elect
Greetings, I am Danita C. Dyer, MSA. I serve as an Assistant Records Liaison Officer (ARLO) for the Office of Inspection and Investigations (OII), formerly known as the Office of Regulatory Affairs (ORA).
In addition to my role in OII, I have had the privilege of serving three consecutive terms as the ORA and Baltimore District Office Vice President (VP) for the National Treasury Employees Union’s (NTEU) Chapter 282, representing over 5,000 employees. During my tenure as the elected VP with NTEU’s Chapter 282, I have lobbied on Capitol Hill and fought for employee rights. I take great pride in being readily accessible and committed to advocating for my fellow colleagues, particularly when it comes to addressing grievances and challenging unjust disciplinary actions.
My dedication to Chapter 282 extends beyond this leadership role, as I have also served as a union steward for over a decade. Throughout my tenure, I have been at the forefront of advocating for the rights and concerns of my hardworking colleagues, fostering relationships with both Democratic and Republican leaders, and actively sharing the stories of those who entrust me with their representation.
Proactive recruitment has been a cornerstone of my service, working tirelessly to strengthen our bargaining position and ensure the voices of OII employees are heard. My commitment to fostering open communication, employing strong negotiating skills, and maintaining a positive rapport with management has been instrumental in effectively advocating for employee rights.
As a longstanding member and Union Representative of NTEU's Chapter 282, I remain dedicated to serving and representing my tireless peers in OII. I will continue to utilize these skills and uphold my unwavering commitment to the betterment of our workplace and the well-being of those who make it thrive.

Center for Tobacco Products (CTP) Vice President - Elect
My name is Shovaughn Chism MSW, and I am excited to serve in the position of Vice President at the Center for Tobacco Products (CTP). Since joining CTP in 2017 as a Tobacco Regulatory Science Fellow, I have had the privilege of collaborating with remarkable colleagues across various CTP offices. Throughout my journey, I have witnessed the challenges many of you face in the workplace and recognized the need for a strong advocate who truly understands your experiences.
I will bring not only my extensive knowledge and experience but also a steadfast commitment to learning and leading on your behalf. I will advocate vigorously for policies that enhance your protections through the National Treasury Employees Union (NTEU). I am dedicated to empowering you by ensuring that you fully understand your rights regarding advancement, PMAP, and other critical issues.

Human Foods Program (HFP) Vice President - Elect

Jesse Lunzer, Ph.D., is a Biologist in the Human Foods Program (HFP) who has served as a Union Steward since 2018. During Jesse’s 11 years at HFP and CFSAN, Jesse has been dedicated to improving workplace culture through participation in several other employee groups.
Jesse is a dependable advocate for employees in the rapidly changing workplace landscape and hopes to improve the challenging times through communication and timely responsiveness. Jesse’s strengths lie in attentive feedback and sensitivity.

Center for Biologics Evaluation and Research (CBER) Vice President - Elect

​My name is Kevin Matthews, and I am happy to serve as the Center for Biologics Evaluation and Research (CBER) Vice President (VP) for the National Treasury Employees Union (NTEU), Chapter 282. I have been an FDA employees since 2017, and I joined CBER in 2019. I presently serve in the role as a Reviewer in the Division of Manufacturing and Product Quality (MRB3). Throughout my time within the FDA including CBER, I have seen a lot of situations where employees interest are not fully represented and multiple cases where employees are not being informed of their workplace rights. Those times have taught me that Union leadership is a necessity for all employees regardless of center affiliation. I have been serving as a CBER union steward and understand the critical need for union leadership that will fight for any and all issues that threaten workplace rights and fairness. I am someone who has been through hard experiences, persevered, and know that it matters when employees have union leaders that will fight tirelessly for their work family, those we labor with every day.
